This article deals with the development of deregulation policy and the structure of international air transportation system, and analyzes each side of them and their mutual relation from the actual proof. The analysis particularly gives priority to the new phase of deregulation policy in the United States and liberalization policy in EC which have a tremendous impact on the globalization of air trasport and the change in appearence of international air transportation system.From the latter of 1980s onward, alliances between international airlines have increased steadily, and cooperative operation, marketing alliance and CRS alliance have been popular in international air transportation. In addition, the restriction rules of foreign investment are showing a tendency to be deregulated. These movements promoting globalization of air transportation have brought the weakening of the function of the present international air transport system and have given it a possibility of the present bilateralism shifting to multilateralism.In future, as globalization grows, the present competition between airlines has a possibility of shifting to competition between regional blocs. We must investigate from various angles what the international air transportation system shoud be in future.
