Melting and reduction process for secondary fry ash generated from the incineration of municipal waste has been examined. The incineration process has been taken placed for treatment of municipal waste in Japan. The bottom and fly ash are generated from this process. Treatments of these ashes are strictly controlled by regulations because they include harmful substances such as dioxins and heavy metals. Most of them are now stabilized and land filled. A melting process for fly ash has been recently recommended to reduce the volume for waste and to prevent from the problem of releasing the harmful substances from landfill area. The secondary fly ash is generated from melting process of fly ash. Secondary fly ash include not only harmful elements but also useful metal elements such as Zn. Therefore a treatment of secondary fly ash is important from the point of environmental aspect and mineral resource conservation. Melting and reduction process applied for EAF dust treatment has higher possibility for treatment of it. Thus a basic study has been carried out in the present paper. The treatment system consists of Chlorine elimination process and reduction process. Chlorine should be eliminated from fly ash to prevent from the corrosion of the plants. Hydrometallurgical process was applied to rinse Chlorine from secondary fly ash and more than 90% of Chlorine in the secondary fly ash could be dissolved out. High efficiency for recovery of zinc and lead by melting and reduction process has been achieved in the total system. Also the slag composition satisfied for recycling.
