It has become difficult to facilitate bus transportation service at the depopulated, heavy snow areas in Japan, because it cannot provide a good service with a small fare on account of the growing depopulation in those areas. Although many efforts have been made to facilitate bus transportation service, they are not enough to solve that problem.<BR>This investigation was done taking Higashi-Kubiki District (heavy snowfall zone) as a model case. A new railroad service (the Hokuhoku line) was opened in 1997. And four new stations were constructed in this area. Some change are seen in traffic actions and the number of bus users after the new railroad started.<BR>Our investigated data suggest a new plan with the four stations as starting points. A new bus transportation system should be planned. It's better for public cooperations to take care of the service. All the community should take part in the program. This will be much welcomed by those who cannot get much advantage out of the present system.
