The framework of forest-related international processes changed over the period from the early 1980 s to the early 1990 s. Tropical deforestation emerged as a global concern in the early 1980 s. Since then, the concept of sustainable forest management has become the guiding principle for reform and the scope has expanded to include all of the world's forests. The concept of sustainable management of tropical forests was first introduced by the International Tropical Timber Organization (ITTO). Amid lobbying and other activities by environmental non-governmental organizations, the ITTO took the initiative and promoted the concept by sending an expert mission to Sarawak and adopting the Year 2000 Objective. In the early 1990 s, following the United Nations Conference on Environment and Development in 1992 and the negotiation of the International Tropical Timber Agreement in 1994, the issue of unfairness with regard to the requirement that only tropical forest should be subject to sustainable management was addressed. This discussion lead to initiatives for the sustainable management of non-tropical forest. The development of the ITTO' s initiatives during the early 1980 s and the early 1990 s led to today's international efforts for sustainable management of the world's forests.
