The author has researched on passengers, who attend to various offices in the cities by governmental railroads in Kanto district. In this district, most of passengers flow from suburbs and countries to the center of Tokyo every morning. In the regions far from Tokyo, however, most of them flow to, many local cities. Kanto district, then, may be divided into many suburban circles by passengers' flow. Fig., 2 shows the boundaries between the Tokyo circle and the those of local cities. The Tokyo circle has vast area. The centers of local circles are Takasaki, Maebashi, Utsunomiya, Mito, Chosi, etc. The Tokyo circle includes many secondary-centers and their small suburban belts.
