Recently, city planning and development projects involving citizen participation are increasing in rural area. On the other hand, there are only few cases in which historic property is felled in the name of urban development. The aim of this study is to consider the role of civic organizations in the preservation of the zelkova at Yono Station in Saitama City, as a case example of the effectiveness of town planning that integrates the use of historic property. In conclusion, it was clear that consensus process in this case was organized in three stages: the problem identification stage , the planning stage and the implementation stage. Moreover, it was apparent that the invaluable contribution of different stakeholders played an important role in consensus building in this case. We found out that it is beneficial to let citizens have initiative in Community Development which focuses on old tree.
