This paper focuses on the links between “the value of a vote” and levels of trade protection proposed by political parties. We first develop a simple framework based on Grossman and Helpman (2001) to explain how “the value of a vote” affects trade protection through Hotelling-type party competition. We then estimate the endogenous protection function using data on “the value of a vote” and trade restrictiveness indices of agriculture and manufacture in Japan. Empirical results suggest that the imbalance of “the value of a vote” and the ideological dispersion among districts are important forces behind the Japanese agricultural protection.
