This article describes the present situation and recent changes in scholarly communications, focusing on the Open Access and related movements and the activities and roles of university libraries in Japan. The monopolization of the scientific publication market and the increasing prices of paper journals have caused the "Serials Crisis", and the electronic journals consortium of university libraries have some fruits and faces the increasing prices again. The stakeholders concerned with scholarly communications, Researchers, universities, libraries, academic societies, publishers, research foundations, Parliament/Congress and governments, have all joined the Open Access and related movements and are developing a new business model for academic publishing and a new way of accessing academic information. There are two roads to open access. One is the creation of open access journals (i.e. the gold road), and the other is self-archiving (i.e. the green road). The university libraries should inform the faculties of these movements. Especially, the institutional repository that is one way of the self-archiving is very important to university libraries for disseminating research results.
