Most academic publishers have been increasing the subscription price to their journals by about 10% per year, and both librarians and publishers have become used to this annual occurrence. Japanese libraries must also bear this increase when they subscribe to foreign journals, but in addition they must also plan for changes in foreign exchange rates, which is another cause of great concern. For the 1999 subscriptions many publishers have increased their subscription prices at an even higher rate than in previous years. This, accompanied by the decrease in value of the Japanese yen, may result in Japanese libraries having to pay 30% more than they paid for the same journals in 1998. In order to clarify this situation, this paper explains the various factors associated with these price increases and offers some solutions to resolve this situation.
