Analyzing the Gap between Referendum and Election Outcomes

Recently there have been several Japanese local elections in which candidates who favored a policy rejected in a referendum were reelected. Most explanations of this phenomenon have focused on whether "policy" or "candidate" was the electoral object. However, this paper also considers differences in the age of voters in referendums and elections. Compared with mayoral elections, younger voters are more likely than older voters to participate in referendums and to vote against the proposal. This difference declines with the age of voters. Data drawn from recent elections and a referendum in Tokushima City, suggest that not only the difference in the electoral object but also the difference in younger voters' behavior might be the reason why election results differ between referenda and mayoral elections. Finally, several hypotheses are proposed concerning the factors that might cause younger voters to participate more in referendums.
