We investigate a measuring method of the system of national accounts (SNA) based on micro corporate transaction data. We have previously developed technologies for crowd-sourcing and managing the transaction data of individuals, firms and governments. We have been designing and experimenting with such a national accounts and statistics system using micro data with exchange algebraic expressions. The objective of this paper is to formulate a Transaction-Based Economics plan by combining the concept of the electronic post office box (e-POB) or its equivalents, the technology of crowd-sourcing and the Algebraic Accounting Description Language (AADL). This study aims to provide, as an alternative to the traditional ex-post statistical surveys, an accounting model for transaction-based measurement of national economic activities on the basis of these fundamental technologies.The Transaction-Based Economics envisioned in this paper are characterized as follows:(1) Goods and services traded on a scale of national economy are managed on an article-by-article basis and measured on an incident-by-incident basis on the basis of transaction data of operational companies as players in transactions.(2) As structures of production technologies for goods and services, structures of each cost and added value are measured.(3) The structure of demand for goods and services is separately measured in terms of intermediate consumption, net increase in inventories and capital investment.First, this paper explains that the requirements listed above can be consistently incorporated into different flow and stock accounts in the conventional operator-specific accounting processes. Second, it examines the potential and the conditions for treating item- or incident-based micro-transactions organized into the aforesaid structure as a whole of national economic activities and for coherently integrating them into the SNA system.
