• The main purpose of this paper is to investigate the relationship between R & D and Trade Policy in an international oligopolistic market.We analyze a situation in which two firms (i.e. home and foreign firms) compete in R & D and output. We suppose that each firm benefits from the others R & D because of spillovers. Their research efforts are directed to reducing unit cost, being subject to various degrees of R & D spillovers.Using a multi-stage model, we show that the optimal trade policy via R & D taxes and subsidies mainly depends on the degrees of R & D spillovers.
