The Great East Japan Earthquake occurred at 14:46 JST (05:46 UTC) on Friday, March ll,2011. It was the most powerful known earthquake ever to have hit Japan, and one of the five most powerful earthquakes in the world since modern recordkeeping began in 1900. The earthquake triggered extremely destructive tsunami waves up to 40.5 meters in height.In this paper, in preparation for a Nankai Trough earthquake, we described multi-agent simulation of escape from tsunami in Kure city and attempted to analyze the behavior of agents. Especially, we focused on the mentality of the people in disaster. In case of emergency, it is said that people are in a panic. But, practically, they are not. People are in a particular state of mind and they tend to fail to escape. From simulation results, we confirmed that when people are in a particular state of mind, it takes more time to escape to shelter than when people are in a normal state of mind. So, people have to know that unique psychological conditions occur in human mind at the time of disaster. Especially, people should not fall into normalcy bias for safe escape.
