Requirements for a TEA CO_2 laser-pumped submillimeter (SMM) laser system, for the collective scattering measurement of a Tokamak ion temperature, is discussed. As a result, specifications for the SMM laser are found as follows. Required power is in excess of 5 MW, which is mainly limited by the SN ratio against the cyclotron radiation, with the spectral width of less than 50 MHz and the pulse duration of more than 200 ns. In order to develop such a SMM laser, the TEA CO_2 laser has to have a power in excess of 1 GW and operate on a single mode with some tunability. Additionally, the system should be compact to be acceptable as a diagnostic tool. Subsequently, it is shown, based on a rate-equation model, that a TEA CO_2 laser, injection-locked by a single-moded TEA CO_2 laser, has the above requirements. It is further argued that it would be impossible to lengthen the SMM laser pulse duration beyond 500 ns at a high pump level, due to the complete excitation of the lower vibrational state.
