X-ray photoelectron spectroscopy (ESCA) and IR spectroscopy have been applied for the determination of germanate anionic structure in Na_2O-GeO_2 and Pbo-GeO_2 glasses. The states of oxygen in germanate glasses were assumed to be three states such as O° (bridging),O^-(non-bridging) and O^<2->(free). The distributions of these oxygen species in the glass were estimated from O_<1s> spectra of ESCA. Since it was found no O^<2-> in these glasses, the O^-/O°values were obtained and discussed as a parameter of polymerization degree of germanate anion. The anionic structure of germanate glass and its characteristic wave number were also determined from IR spectra, and the O^-/O°values derived from IR spectra showed good agreement with those obtained by ESCA. It should be noted that the O^-/O° value was remarkably large at the composition of 20 mol%Na_2O in Na_2O-GeO_2 glasses. It was reported that this composition has the largest values of Ge^<4+>(coordinated to 6 oxygen)/ Ge^<4+>(coordinated to 4 oxyggen).
