The purpose of this study is to reveal and consider the relationship between kindergartens' independent activities and the planning of child care and education based on the investigation in which we requested all the kindergarten teachers in Akita Prefecture to respond to our questionnaire. In order to achieve this goal, we showed the historical change of the guidelines for kindergarten education in which the planning of child care and education was related to children's play. In addition, we tried to reveal the current problems of kindergarten education by showing the results of our questionnaire mentioned above. It was indicated that the planning needs to comprehend the individual play of each child from the perspective of child development. It was also suggested that most of the current child care and education practices could not be identified as creative and independent activities conducted by specialization kindergarten teacher.
