The purpose of this paper is to consider the new system of chartered infant school. Ninteikodomoen. As the function of the system, it is supposed to offer supports for parents, in addition to offer care and education for infants. There are a lot senses of analyzing the system, when consider integration of kindergartens and day-nurseries. This study inspects the system, and consults how the quality of care and education are fully secured on the system, through analyzing the guideline and comparing regulations at four prefectures. As results, I suggest that the system would have positive effects for infants and their parents, if the original standards of the system such as dispositions of stuffs would set up, and financial grant systems would be established.
