意思決定プロセスの振り返り支援を重視したノミナルグループ手法に基づく意思決定支援システム

集団での意思決定プロセスを記録し，事後的に参照するために議事録を作成する．一般に，特定の参加者が書記を担当して議事録を作成する．このため，書記担当者が議論にほとんど参加できなくなるという問題がある．また議事録閲覧時には，作成された議事録が簡略すぎて詳細な意思決定プロセスを追えなかったり，逆に詳細すぎて求める情報になかなかアクセスできなかったりなどの問題がある．これらの問題を解決するために，本稿では，意思決定手法のひとつであるノミナルグループ手法を基盤とする構造化議事録作成・閲覧支援システム NGTMinutes を提案する．本システムを意思決定会議で用いることで評価実験を行った．その結果，本システムを用いることによって，より短時間に精度の高い振り返りを行えることが明らかになった． : Minutes are taken for recording decision making processes by a group and for reviewing them afterward. Usually, a certain person is assigned to an amanuensis. As a result, he/she becomes not able to join discussions of the decision making. It is difficult to trace the decision making processes in detail if the minutes are too simple, or it is difficult to access desired pieces of information if the minutes are too extensive. This paper, to solve these problems, proposes "NGTminutes," which is a supporting system for taking and reviewing the minutes based on the Nominal Group Technique, which is one of the methods of decision making. We conducted user studies using this system in a meeting for decision making. As a result, we confirmed that it became able to review the minutes taken by using this system accurately in short time.
