Affected by the dilapidation of the education today, reforms of the neoliberalism are advancing. This study focused on Community School, which is the School Management council system as an administrative reform. The aim of this study is to explain within the framework of the policy network theory how the system of Community School was introduced to the educational policy. In March, 2000, a new idea of "community school vision" was proposed by the National Commission on Educational Reform. Under the influence of the Central Government Reform in 2001, the deregulation in the field of education was promoted. In the process of the policy formation of Community School, the establishment of new places for discussion, the appearance of new actors and promotion of deregulation transformed the conventional actors' network.
