Since there have been no persuasive explanation about what is regional healthcare, Japanese healthcare policy seems to be lacking in political and practical consistency. The author suggests we would be required a strong attention into forming healthcare network an integration when we recognize the purpose and properties of healthcare we desire. We can identify the nature of healthcare network as voluntariness and autonomy of healthcare stakeholders in which they participate into it, and then, the expansion of participants produce more benefit for the stakeholders. That is, the network should have an optimal size for producing maximum benefit by integrating any kind of healthcare services. This integration induces a meaningful consistency responding patient's life course events. We can call this consistent networking as continuing care system. And we must recognize the integrated health network not as simple linkage of healthcare providers, but as a comprehensive networking securing continuation of healthcare and life.
