This study examines the conditions for fostering people to lead land-extensive agriculture in hilly and mountainous regions using the case study of Shimokawa town, northern Kamikawa, Hokkaido. In this study, the author 1) compiles an outline of contractors in horticulture promotion and agricultural cooperatives in Shimokawa town, 2) analyzes the actual conditions of spring wheat seeded in the early winter, the new methodof crop rotation that was introduced at the beginning of the last decade, and the activities of producers’organizations, and 3) discusses the conditions for sustaining land-extensive agriculture and fostering leaders in greenhouse horticultural areas.
