In the system of the second foreign language learning at Kanazawa University,beginners are required to take two lessons each week. One lesson focuses ongrammar and the other gives stress on oral-communication skills. In this paper, wereport on the students’ levels of achievement in the oral-communication classes ofGerman and French based on the can-do lists of the CEFR level A1. We also analyzesome problems in the course design at the university which make it difficult for thestudents to follow the successive learning steps shown in the CEFR, and give ouropinions about the possibilities for improving language teaching at the universityfocusing on competency development necessary for communication.
