地・住構想30年における住区協議会の変容 : 東京都中野区の江古田住区協議会を例に

本稿では、東京都中野区の地域自治の試みにおける住区協議会に焦点を当てる。そして、先行研究が抱える課題の超越をめざし、15住区のなかでも江古田住区協議会を取り上げ、その活動の変還を整理した。その結果、住民参加型協議会の運営に関し、大きく3つの留意点を導き出すことができた。すなわち、①住民参加型協議会が利益集団化しうること、②住民参加型協議会が「協議と活動の相克」に直面しうること、③町会との関係の明確化が重要であること、である。　This paper focuses on the developments of the efforts so far made by neighborhood committees as to local governance in Nakano Ward，the Tokyo Metropolis，which aims to extend the existing research outcomes. Among 15 wards，it illuminates Egota neighborhood committee and analyzed the historical transition of its activities. Consequently，it reached three main points regarding the management of the committee. Firstly，it is highly possible for the committee to become pressure groups. Secondly，it is highly possible for the committee to encounter "a deliberation versus activity". Thirdly，it is necessary to clarify the relations between the committee and Chonaikai to the extent possible.
