Japan was hit by a very strong earthquake and subsequent tsunami on 11th March 2011, and railway services in Tohoku were extensively disrupted. Reconstruction proceeded swiftly and nearly all railway lines were back in service by the end of April. The fast pace of reconstruction is due to reinforcement of the infrastructure, which has been carried out since the Kobe earthquake of 1995, where damage was more serious. However, rebuilding those lines close to the Pacific coast that were damaged by the tsunami (six JR lines and the Sanriku Railway) has not yet started, because no decision has been made about if and how to relocate the coastal towns and villages. A relocation to higher ground is desirable to protect the communities from future tsunami damage, but a shrinking and ageing population combined with a bleak regional economy pose serious problems for the economic viability of railway services, although they have served the region well in the last 100 years.
