Bilingual education has a long, well studied history. Content education delivered in a learner's second language shows clear benefits in the development of both the first and second languages as well as improvements in content learning and cognitive development. If, however, a bilingual education program is not well implemented, these benefits are not realized. In the Japanese context Content and Language Integrated Learning(CLIL)seems to be an appropriate methodology to use in order to achieve the potential benefits of bilingual education. With care given to staffing and administrative issues, the development of appropriate pedagogical competencies and the academic culture of the institution, a CLILprogram has the potential to deliver positive outcomes in language and content learning for institutions in Japan and their students.
