The Convention on International Trade in Endangered Species on Wild Fauna and Flora (CITES) was adopted in 1973 , as one of the global environmental agreements, plays a significant role in the protection of species of endangered wild flora and fauna. Japan became a party of CITES in 1980. However, with international rulings such as those indicating that Japanese domestic implementation of CITES was insufficient, improvement measures - such as the successive and related enactment of laws, and the introduction of regulatory measures - were put in place. This paper chronologically analyses Japan’s related policy making process during the period since the acceptance and domestic implementation of CITES in the 1970s up until the 1990s. It examines acknowledgments of the issues and the kind of initiative inside of Japanese government for the protection of species of wild fauna and flora from the point of view of environmental conservation.
