This paper considers solutions of environmental problems from normative theories andtakes up problems of the aircraft noise around US military base in Japan. This paper includesdistributive environmental justice theories in a various types of normative theories which isargue in sociology and environmental sociology. I will try to present three principles ofsolutions from the point of view environmental justice, and apply them to the Japanesegovernment policies related to the problems of aircraft noise around US military base, and tothe alternative policies of civil movements and the local self-governing bodies around bases.In terms of normative theories, the policies of Japanese government have a serious matterbecause the policies lead to concentrate aircraft noise on a small number of people in thecountry. It is necessary that Japanese government accepts the principles of solutions from thepoint of view environmental justice and changes its policies.
