Decentralization reforms have been implemented in many parts of the world today. The purpose of this article is to investigate to what extent the decentralization measures in Uganda have contributed to enhance local democracy through the angles of 1) the recent transition from so called ■non -party democracy■ to multiparty polity; and 2) the experiments of participatory budgeting in limited urban areas. It is concluded that the increasing neopatrimonial rule of the regime scrapped an important tax source for local governments without sufficient compensation. This abolition has damaged the relations between the rulers and the ruled. 地方分権化は世界の各地で実施されている政策である。本稿はアフリカにおいて早くから分権化を推進してきたウガンダにおいて,どの程度分権化が民主化へ寄与しているかを考察する。とりわけ, 1)近年の「無政党民主主義」から複数政党制への政治体制の移行と,2)限られた都市部における参加型予算策定の実践から,民主化への影響を考察する。その結果明らかになるのは,政権の長期化がますます権威主義的・新家産主義的傾向を強め,それが地方政府にとって有望な財源の廃止となってあらわれ,その結果として政府と人々のとの関係性が壊されてしまったことである。
