According to the Board of Education Law (1958), Okinawa is divided into sixty three local school districts, each district having its own school board which exercises general control of the schools under its respective jurisdictions within the framework of the regulations established by the central board of education.The local school board is composed of five members elected by popular vote in the district. In the local school administration. the size of the school district has much to do with its effective operation. In Okinawa. however. the basic unit of school administration is improperly established. It is this aspect of the school board system in Okinawa that the present writer pursues in this study.Though this reseach consists of three reports. only the first report is presented here under the title "The Problems of the Board of Education Law and its Actual Operations." The main problems discussed in this report are as follows:1. The spirits of the board of education law2. Establishment of the proper basic unit of school administration3. Qualifications and election of school board members4. Meetings of school board5. Duties of superintendent6. Establishment of the school board office
