New national curriculum guidelines for foreign language education will be implemented in Japan's compulsory education system from the 2011 academic year. One major change is the introduction of foreign language education starting in the fifth grade of elementary school. The introduction is“activity-based"and no formal assessment of each child's work will be taken. However,considering the importance of this curriculum change,assessment clearly should be considered. In this paper,a consideration for assessing the educational activities that will be conducted in the fifth and sixth grades in elementary schools across Japan is presented.
