The teacher evaluation system in South Korea started by the name of efficiency rating and remains to the present day, having been partly revised. Because the results of the efficiency rating relate only to promotion, only those teachers who want to be promoted compete with each other, rather than improve their capability, attitude and professional expertise. This problem of the efficiency rating was addressed and it was decided that a new teacher evaluation system should be introduced. The purpose of the new teacher evaluation system that was introduced in March 2010 is to improve individual teacher's capability, attitude and professional expertise by making clear her/his merits and weak points and also offering information on this. This study shows how the efficiency rating system works and its problems. And then it explores the meaning, composition and issues of the new teacher evaluation system.
