欧州連合(European Union : EU)諸国においては、個人が母語以外に複数の外国語を習得する複数言語主義(Plurilingualism)、すなわち3言語主義(母語+2外国語)が言語(外国語)教育の目標とされている。このために欧州評議会(Council of Europe)は統一ガイドラインとしてヨーロッパ言語共通参照枠(Common European Framework of Reference for Languages : Learning, teaching, assessment : CEFR)を示し、これに従って各加盟国は言語(外国語)教育の到達目標・レベル、カリキュラム、教材、評価基準、試験等に関する方針を策定し、国家の重要課題として教育改革を推進している。本稿は、1986年にEC (現在のEU)に加盟したポルトガルに焦点を当てて、EUが共有する言語(外国語)教育の理念や原則が、ローカルなコンテキストでどのように受け入れられ、政策として具現・実行されているかを調査研究し、政策評価を行うことを目的とする。そのためにポルトガルの概要について触れた上で、教育制度・教育施策、言語政策、教員養成・研修などの現状について明らかにする。最後に、日本の言語(外国語)教育政策への示唆について述べる。 This paper investigates language education policies in the European Union (EU) through the local context of Portugal, which was integrated into the EU in 1986 and which instituted the Euro in 1999. Along with the rapid progress of globalization, proficiency in foreign languages has not only become an indispensable tool of communication but represents tolerance towards those who are different and also contributes to peaceful coexistence. With greater spatial and social mobility, Japan is also likely to become increasingly multicultural and multilingual in the near future and must deal with language education policies including those of the Japanese language. This paper focuses on the following themes: the general background of Portugal, its educational system, language education policy and teacher training and related issues. In conclusion, research results are discussed and ways to improve Japanese language education policies are suggested.
