In 2008, Korea implemented a new three-stage teacher employment examination system as part of a comprehensive reform of university teachertraining programs. The former two-stage tests were criticized because of their excessive competitiveness and negative backwash effects on university teacher training programs, in addition to questions being raised about their validity and effectiveness in recruiting quality English teachers. In this context, before implementing the new employment examination, the Korean Institute of Curriculum and Evaluation (KICE) and the Korean Association of Teachers of English (KATE) jointly developed professional teaching standards for Korean secondary school English teachers as well as procedures for assessment. This paper focuses on the new Korean teacher employment tests and aims at identifying what qualities, skills and knowledge are assessed by analyzing the new standards and procedures for assessment. In conclusion, findings of identified qualities, skills and knowledge are discussed and ways to improve the Japanese employment examinations are proposed.
