This report is an investigation of Japanese NPO studies of Vietnamese social development and education and the possibility of support by the citizens of Japan. It is an analysis of social development policy in the public area and of citizen's cooperation in social welfare policy. A series of NPO studies including this report analyze the problems of how to connect planning, drafting and enforcement by civilians. In addition, one of these reports investigated the possibility of support and approach by the citizens of Nagaoka City Japan, for the welfare of Vietnamese children and inhabitants.
