Teacher competency， perhaps more than any other sing1e factor， affects the amount of students' 1eaminggains so it is a key to successfu1 education.Teacher competency is connected to the perspective on education and schoo1s of the times. Furthermore，it is reflected in teacher preparation programs and teacher certification.This paper examines the trends and prob1ems of teacher competency， teacher preparation programs， andteacher certification after recommendations of the Nationa1 Counci1 on Educationa1 Reform， which was foundedin 1984 and has made deep impacts on educationa1 reforms since then.
