Following the previous paper, this paper deals with Schutz's Relevance as a conceptual framework of representation and interpretation of Knowledge and Experience, and also discusses from the practical point of view the application of Relevance to a formation of Expert Systems. The problematic relevance, under which knowledge and experience are organized into the intentional activities to solving problems, shows a cognitive foundation of Expert Systems including question-answering, learning and comprehension, and explanation abilities. Typification and Relevance system naturally develops into the symbolic system, in which the interpretation and translation between cognitive region and symbolic region form an intentional configuration of problem-solving processes. Through the system design and utilities of Expert Systems in the symbolic system, the representational and interpretational schema of knowledge and experience provides a conceptual and systematic foundation of 'Self-organizing' processes.
