The characteristics of Nitobe's thoughts on ‘culture' are examined and discussed in this paper. Teruhisa Horio analyzed the culture of the Taisho Era and he distinguished “true culture" from “principle of culture"(kyoyo-syugi). “True culture" has relations with society and the lifeworld-practice and reality; while “Principle of culture" has no relation to the latter and stands in the abstract standpoint of the elite.Accordingly,Horio criticized “principal of culture".To which does Nitobe's “culture" belong? I have tried to solve this problem by analyzing Nitobe's ideas concerning “character".Nitobe's ideas about “character"lie in the relations between person and person and are not separate from the ‘real' society. Therefore, in order to manage human relations, responsibility is necessary for “character".Man must not lose “high pride";he should not be buried in the society, and must not lose “modesty" and should not become arrogant. It is necessary to follow “something" and the “voice of conscience" for the balance of both. As a result, he is not objectively controlled by situations but can establish his own individuality. The “culture" that Nitobe insists on has relations with the real world and is integrated with practice. It is different from the“Principleof culture".When the Fundamental Law of Education was enacted in 1947, some people whom Nitobe influenced were involved.When we interpret “perfection of character" in the Fundamental Law of Education based on the Nitobe's idea of “character,"it is possible to understand it as a practical movement toward “something."In contemporary “liberal arts education",Nitobe's thoughts on culture that insist on the integration of “to do" and “to be" are significant concepts.
