<共同論文:分権改革下の教員給与法制改編に伴う自治体教員給与・人事政策の課題と国際比較研究><Collaborative Research : Ⅰntemationaland Domestic Compamtive Studies on Local Govemments'Teacher Salary and Personal Affairs Policy with the Changing of the Legislation of Teacher Salary under Decentralization>Education reform has been done not only on the efficiency but also on the quality of the educational system since 1980. The reform rose not only in USA and European countries but also in Asian countries such as Japan, China etc. In order to advance reform of the educational system, reform of a teacher's quality is a key, ln China, h order to promote improvement in the quality of a teacher, the fiscal year performance evaluation system, the job title consultation system, 3% encouragement / promotion system, the meritocracy salary system, etc. have been introduced one after another since 1 983. Although the present meritocracy estimation and meritocracy salar system introduced in 1983 already has been more than 20 years, the thorough research result about The institutional actual condition and an institutional effect has not been seen till the present. A writer's another draft already showed the analysis portion of results of an investigation. This paper also mainly shows the elucidation of the data outline of investigation, and the details of data.
