The reform rose not only in USA and European countries but also in Asian countries such as Japan, China etc. In order to advance reform of the educational system, reform of a teacher's quality is a key, ln China, h order to promote improvement in the quality of a teacher, the fiscal year performance evaluation system, the job title consultation system, 3% encouragement / promotion system, the meritocracy salary system, etc. have been introduced one after another since 1 983. Although the present meritocracy estimation and meritocracy salar system introduced in 1983 already has been more than 20 years, the thorough research result about The institutional actual condition and an institutional effect has not been seen till the present. A writer's another draft already showed the analysis portion of results of an investigation.
