After World War II, Japanese education was under the strict control of the Civil Information & Education Section (CI & E) of General Headquarters / Supreme Commander for the Allied Powers (GHQ / SCAPS). What did CI & E suggest or recommend for the Japanese Ministry of Education when the Ministry was faced with the reorganization of the curriculum for Lower Secondary schools? By using the restricted documents of GHQ / SCAPS, this thesis clarifies the curriculum reorganization. The features of CI & E’s suggestion or recommendation were as follows: (1) CI& E criticized Japanese curriculum for having been organized by subject matter, and suggested that it should be changed over to an empirical curriculum. (On Sept 27, 1947) (2) CI & E recommended that centralism should be eliminated and that decentralization should be implemented in Japanese education. (On Nov 13, 1947) (3) CI & E intended to have equal educational opportunities for the sexes incorporated into Japanese lower secondary curriculum, and they appreciated that elective vocational subjects would be offered for girls in the new curriculum. (On Nov 20, 1947) (4) CI& E ordered that vocational education should be given in the lower secondary curriculum, because new lower secondary schools would be terminal schools for the majority of Japanese children. (5) New mathematics courses in the lower secondary curriculum were organized as “General Mathematics”, which was treated as an empirical and pragmatic course. The CI & E’s intentions had a great influence on the reorganization of the Japanese lower secondary curriculum.
