It was developed in Japan in advance of the world in 1999 the cellular phone connected with the Internet. Various information like the character, the photograph, and animation, etc. can be obtained from the net now, and it send it to the net. 30 percent of the grade-schooler,70 percent of the junior high school student, and 90 percent or more of the high school student have such a cellular phone. Children believe information though do not understand Internet world enough, send information, and various crimes and the troubles have occurred while doingthe communication as others. Therefore, various measures are thought as the law is enacted. However, the trouble is able not to be prevented completely, and, then, new media literacy in the cellular phone and the net age is requested.In this text, if what ability is acquired to the side used, can the cellular phone able to be used well without encountering the trouble, and it introduces the approach.
