The purpose of this paper is to investigate teaching theory and teaching process on the application of knowledge and skill in education. There is a difference of thoughts on the application. One is to emphasize knowledge. The other is to emphasize skill. Also, there is a difference of thoughts on the stage of application between that of mastery learning and that of inquiry. The differences are based on the theories of knowledge, thinking and inquiry. I pointed out the problem of the time and place when and where teachers suggest to students the particular knowledge and/or skill for application in teaching process. The differences of decisions of the time and place depend on those teaching theories.
