This thesis tried to clear the actual situation of “garrison state policy” inthe “Manchukuo” considering through the “collective housing policy”,“general mobilization policy”, and “draft policy” that mainly intended forKorean residents and practiced in the north Tumen riverbank area.In the background of the development of the anti-Japanese movementafter a Manchurian Incident and Sino-Japanese war or the border disputebetween the Soviet Union, Japan thoroughly executed “garrison state policy”with which all the end of the Korean residents' society was organized to thewar system.However, the people who lived in the puppet state “Manchukuo” and thenorth Tumen riverbank area, did not think colonial government was worth todefend and there were few cases that the residents took the movement tocooperate to the “general mobilization policy”. As a result, in the 1945, theJapanese general mobilization system that kicked in north Tumen riverbankarea was collapsed immediately by the Soviet Union and there was noresistance which could be called “defense”.
