In this paper we examined Hiraga Genai and his contribution to Japanesesociety and culture. To this objective firstly identified Hiraga as the herbalist.The herbalist was a kind of natural scientist originated China and theyexceeded a tradition. In Japan, Yamatohonzou was written by Kaibara Ekiken.He made some highly critical remarks of “Hozoukoumoku”. At this point, wecould say that Hiraga wanted to publish his scientific book like that of Kaibara,because Hiraga wanted to do the revolution and newborn of “World” includingthe nation.Since the herbalism is a kind of natural history and the essence of this studycontains a lot of fields, it was necessary for Hiraga to act widely. He made animportant base of Japanese society and culture in the 18th century, althoughhe could not achieve his plans. In other words, Hiraga created a kind of WorldWide Web of 18th century which was able to compete for the internet tools in21st century and combine Japan with World.
