This paper attempts to describe the features of Royal Charter for a university, which enables a higher education institution to confer academic degrees, comparing and contrasting with Royal Charter for a university college. Firstly, the brief explanation of Royal Charter is shown. In the second and the third sections, the contents of Royal Charter for University College of Sheffield and Royal Charter for University of Sheffield are indicated respectively. Finally, the difference between them and the core of “ university ” are considered. In conclusion, the analysis that conferring degrees and establishment of the Visitor are the core of “university” is explained.
