Assessing policies will be of advantage for institutions and organizations in the field of education, healthcare, nursing, welfare and so forth in evaluating their activities in the future. However, we cannot hope to make any accurate assessments if the criteria are ambiguous. With respect to the perspectives of the assessment, judgments should be base on the following 4 pivotal indices: necessity, efficiency, efficacy, and fairness. Those who are in charge of the assessment must clarify the purpose and indicate the target. It is also safe to say that those who analyze the assessment require comprehensive judgment capability in accordance with the purposes and the target properties.
