The President of the United States, George W. Bush, announced on the 20th of March 2003, that he had ordered the U.S. armed forces in the Middle East to start a military operation in Iraq. The speech was notable in that the President seemed really convinced that he was doing the right thing for the Iraqi people and for all the rest of the world. Was he really doing the right thing? We must ask. That question is pursued in the essay from the following two standpoints: ①that of today' s citizenship commonly found among the advanced city life around the world, characterized by free access to information and by his or her critical stance toward state policy, and ②that of Article 9 of the Japanese Constitution, the controversial article that declares that this country has given up war as a means of resolving conflict between nation states.
