The basic insight and research program that underlie the internal organization of Core Grammar in the TGG framework is the idea that grammar is a system of principles that consists of various interacting levels of components with distinct properties which would specify the types of parametrizable theory of markedness. It can be shown that within these boundary conditions in which the Empty Category Principle, the Binding Theory, and Abstract Case Theory with the Case filter interact properly, the pivotal notion of Proper Government and Governing Category subsumes in the spirit of modularity the U(nless)-conditions being forced to add to the [COMP t] filter. The fundamental concept to be developed and substantially advanced concerning "surface filter" in this paper should plausibly be reduced to the structural relationship R(α, β) relegated to the Logical Form (LF) representation formulated as constraints on only one position rather than on two-position nodes (e.g. NP-to-COMP rule). In the first section I have presented some reflections on the idea of "surface filter" and the formal instantiation of U-conditions against the different patterns of misgeneration in terms of the theoretical developments in TGG. In the next section I have outlined certain necessary changes in the theoretical assumptions in which the Government-binding theory has optimally arisen as the interpretive component of the grammar. The third and integral section has been devoted to the GLOW, Göttingen thesis of Projection Problem which can be viewed as an exploration of the real properties of UG, banning certain stipulated alternative hypotheses. Above all, the proposed basic binary relation underlying the configurational government and c-command relations R(α, β) may justly be identified as monitoring my 1978 "Relativized Maximal Filter" essentially as another instance of the Government Filter compensating such U-conditions. These new definitions compare advantageously with earlier ones and these illuminating insights about human mental structures will finally enable us to construct the totally explicit models of the meaning of the circuits in the brain.
