In addition to sardines. Herrings are very plentiful in Japan. The season for herring fishery is about the period from March to May and the fishing ground for it is mainly the west coast of Hokkaido. Herring fishing activity includes both set net fishing and drift net fishing. Both of these are restricted within the narrow limits of coastal fishery. Of the two methods of fishing, set net fishing is capitalistic. Although the number of the administrators of set net fishing is only 9% that of drift net fishing, the quantity of fish caught by the latter is larger. Therefore, set net fishing plays the more active part in herring fishery. Nowadays, the maintenance of set net fishing is very difficult. It cannot be maintained by the funds of the administrators alone. It is managed by the joint contribution of the proprietor of the fishing right, the owner of the fishing implements and the possesor of the funds. It is, so to speak, a speculative enterprise in which the original funds can be returned to the contributor when the enterprise yields profits. The fishermen engaged in net fishing are largely seasonal, migratory laborers -- poor farmers and fishermen from Tohoku or Hokkaido. They are paid on a shares system.
