"In this note, we introduce the notions of frozen triangulations on closed surfaces, as ones to which any diagonal ip is not applicable and consider the relationship between those and other concepts for triangulations on closed surfaces. Those arguments will lead us to estimate alower bound for the minimum number $N=N(F^{2})$ such that two triangulations on a closed surface $F^{2}$ with the same number of vertices can be transformed into each other by a sequence of diagonal flips whenever they have at least $N$ vertices."
