This paper is depositing the structure paying attention to the process a local government realizing “the integration of kindergartens and nursery schools.” Although “general administration” was advancing after decentralization reform, there was little empirical research which clarified the actual condition. It was shown that the idea of the mayor has had big influence on realization as knowledge of this paper. However, in organization reorganization, an administrative officer's main profits are reducing the amount of business. About verification of a jurisdiction difference, it is a future subject.
